Howick is perfect for all the things it is not, pretentious being one of them. On Saturday, the main street has old-trading-post vibes, with farmers, second-hand dealers and coffee roasters doing business alongside chain stores.

Lang zag het ernaar uit dat Lili en Howick vandaag op het vliegtuig naar Armenië zouden worden gezet. Staatssecretaris Harbers (VVD) van Justitie en Veiligheid leek niet van gedachten te willen veranderen. En premier Rutte zei gisteren nog dat je "soms hard moet zijn". Daarmee leek het lot van de twee kinderen bezegeld.
Toch kwam er rond kwart voor 4 een levensgroot konijn uit de hoge hoed. Harbers liet weten dat hij gebruik maakt van zijn zogenoemde discretionaire bevoegdheid: de vrije ruimte die een minister of staatssecretaris heeft om zelf een besluit te nemen en daarmee af te wijken van de regels.
Dat heeft de staatssecretaris van Asielzaken in het verleden veel vaker gedaan. RTL Nieuws meldde deze week dat Harbers die bevoegdheid "enkele tientallen keren" heeft gebruikt. Ook de vorige staatssecretaris Klaas Dijkhoff (VVD, 240 keer), Fred Teeven (VVD, 300 keer), Gerd Leers (CDA, 80 keer) en Rita Verdonk (VVD, 1100 keer) gebruikten hun 'discretionaire bevoegdheid'.
